Kelly Otte
Kelly is the Executive Director of the United Partners for Human Service, a Tallahassee
Coalition of human service agencies, and is the President of Action Consulting, which provides
management training and staff development for nonprofit agencies.
One of her contracts is with the Florida Coalition Against Domestic Violence and includes the
design and implementation of a leadership and management training program for advocates working
in domestic violence centers throughout Florida.
For more than 9 years Kelly was the Executive Director of Refuge House, a rape crisis/domestic
violence center located in Tallahassee, Florida. She has over 22 years experience working in
nonprofit, human service organizations in Nevada, Virginia, and Florida. She is an Adjunct Lecturer
at FSU in both the College of Public Administration and the School of Social Work, and formerly
taught at the University of North Florida.
Kelly serves, and has served, on numerous Boards of Directors including the Tallahassee Girl's
Choir, Leadership Tallahassee, United Way, and the Women's Center of Jacksonville and is a six
term Board member of the Florida Coalition Against Domestic Violence.
Kelly holds a Master's Degree in Public Administration from the University of North Florida.
